Cannot use "Run As Administrator" from the Start Menu
Recently I was trying to run the command prompt as Administrator. It is in my start menu, so I right click on it and select "Run As Administrator". Nothing comes up. The program doesn't open, and I don't get a UAC prompt. However, in the search box if I type "cmd", then right click on the result and select "Run As Administrator", I get the UAC prompt and it works as normal. Powershell won't run as administrator period. If I search or from the start menu, it won't work either way. The UAC is the default. I've changed it to the highest security setting and back and it does the same thing both ways (At least with Powershell) I'm currently running Windows 7 Professional 64-bit.

Hi, Please temporary disable the third party security programs to check the issue. If the issue persists, I suggest boot in Safe Mode and Clean Boot to test this issue. Also, you may disable UAC and restart the computer to enable it again: Turn User Account Control on or off Please create a new administrator account to have a test. Sorry, I've been on vacation and this is an issue with my work computer. I've had a bit more time to observe this and it doesn't seem to be necessarily connected to "Run As Administrator" ---- I only noticed it because that is the only thing I right click to do. I tried safe mode and it seems the problem is there. I created a new local user and the user has the same problems. I turned off UAC and I still had issues (Computer Management won't open from Right Click on "Computer" and clicking "Manage"). I turned UAC back on and it still has the problem. I used msconfig to do a "Clean Boot" and the problem is still here. I tried a combination of a clean boot and safe mode and the problem is still present. I used the Microsoft Memory Diagnostic utility that comes with Windows 7 and it indicates the memory is okay. I don't see any evidence of a Hard Disk issue either (No errors, and the system seems to be able to read and write fine). It looks like it more of an issue with right clicking on items on the start menu. For instance: I've pinned CMD (It shows up as "Windows Command Processor" on the start menu) to the start menu. If I right click on it and select "Open", nothing happens. I can also select "Run As Administrator" and it will do nothing. If I left click on CMD on the start menu, it opens. If I search for CMD, I can then right click and open or right click and "Run as Administrator" and it works. Other Examples: Right click on "Computer" and select Manage doesn't do anything. I can search for "Computer Management" and left click and open it. If I search for "Computer Management" I can also right click and "Open", but I cannot right click and "Run As Administrator". UltraVnc Viewer is on the start menu. If I right click from the start menu and select "Open" or "Run As Administrator" it does nothing. Left Click on it on the start menu and it will open. If I search for it, Left click and right click and "Open" work, "Run As Administrator" does not. Calculator is on the start menu. If I right click from the start menu and select "Open" or "Run As Administrator" it does nothing. Left Click on it on the start menu and it will open. If I search for it, Left click and right click and "Open" work, "Run As Administrator" does not. Adobe Reader is on the start menu. It does not have the option to"Run As Administrator". Right click and "Open" and left click both work fine with it. Windows Powershell is on the start menu. If I right click from the start menu and select "Open" or "Run As Administrator" it does nothing. Left Click on it on the start menu and it will open. If I search for it, Left click and right click and "Open" work, "Run As Administrator" does not.

Hi, First, please make sure that all the updates and drivers for the BIOS and Chipset are installed properly. Please also check if there is any conflicting mouse software installed: If you have any other mouse software that is installed, such as touchpad software, that software may conflict with your mouse. To uninstall software that may conflict, follow these steps: 1. Open the Programs and Features item in Control Panel . To do this, click Start, type appwiz.cpl in the Start Search box, and then press ENTER. 2. Follow the instructions to remove the software, and then restart the computer. Note: If you are using a laptop, install the latest touchpad driver from the manufacturer's Web site. For help, contact the manufacturer. If the issue persists, please open the Hardware and Devices troubleshooter to run the automated troubleshooting services. If above steps do not solve the issue, please follow the steps below: a. If any USB hub is used, please bypass it and connect the driver directly. If any un-used USB device is connected, please also unplug it. You may reinstall USB controllers as below: Reinstall USB controllers ==================== Note: If you are using a USB mouse, please follow the "Use the Keyboard" steps to reinstall USB controllers. Windows 7 will reinstall all controllers automatically after restarting your computer. Use the Mouse -------------- First, please disconnect all USB devices and then perform the following steps: 1. Try uninstalling any mouse software in "Programs and Features"(Click on Start, Control Panel->Programs and Features). c. Next, check Device Manager and uninstall the mouse devices there too. Reboot and see what happens. The "Found Hardware Wizard" should reinstall the keyboard and mouse, hopefully fixing your problem. I highly doubt this is a driver issue. The mouse and keyboard seem to work fine. When I right click on something and click "open" and it doesn't work, the box goes away, indicating that I have clicked, but nothing happens (As in the computer doesn't load what I've just told it to).

No. I'm the system administrator and we've not set any policies related to UAC. I don't think the problem is necessarily UAC though. ---- UAC has nothing to do with right clicking and selecting open which doesn't work.

The logical side of me thinks this is file corruption / updates that didn't install correctly. This is quite odd. We have a number of other systems running Windows 7, and this is the only one that has ever had a problem. I ran "sfc /scannow" from an elevated prompt and it indicated that it "did not find any integrity violations". I tried doing a repair as described here: http://www.sevenforums.com/tutorials/3413-repair-install.html and I get an error between step 11 and 12 saying it couldn't upgrade so it is rolling back. It suggests running the "Upgrade Advisor" and that only finds that it doesn't like the driver for my wireless card (They didn't make a Windows 7 x64, so I used the Vista one and it worked) and it doesn't like the iFilter from Adobe. I don't think either of these should prevent it from being able to do so. The system has Kaspersky Antivirus and I don't visit ____ sites or even have bit-torrent on the machine. I run Firefox on the machine as well, so I'm less prone to think this might be a malware issue. The very strange thing though is right after this problem started, I opened System Restore so hopefully I could restore to an earlier time and fix the problem, but all my restore points were gone. ----- System Restore has made a couple of restore points since the issue started as well. Very odd. I'm afraid I may end up formatting and reinstalling everything at this point though :-(

So I found the problem. I installed a piece of software meant for metadata removal. The software is supposed to be Windows 7 compatible. We do have it on other Windows 7 systems, but they are 32-bit (The manufacturer indicates that it is Windows 7 64-bit compatible). After uninstalling it, everything works as it should. I have to say that is the first time I've seen a piece of software alter how the start-menu works. Thank you everybody for your suggestions.
